What These Numbers Mean
Big Ambitions is a single-player game, so the concurrent player count is not a matchmaking health check the way it is for an online title — nothing about your save depends on how many other people are logged in. It is useful for one thing only: judging how alive the community around the game is when you are deciding whether guides, mods and forum answers will still be maintained.
On that measure the review count is the more meaningful figure. 13,571 reviews at 93% positive (12,568 positive against 1,003 negative) puts it in Steam's "Very Positive" band, and that total was accumulated across three and a half years of Early Access rather than a single launch spike.
